Lay Overs <> Long Term Repairs
Long Term Repairs:
When your shingles are blowing off and/or leaking, but due to finances,
health or work reasons you cannot deal with a new roof at the time, you do have options.
In my personal experiences, better than 40% of the roofs I have estimated through out the years
for re-roofing could be repaired, if need be, to last months and in some cases even years.

Which would allow you to  wait and do the re-roof later when it is more convenient for you and your family.

Lay Overs:
Insurance companies and shingle manufacturers both frown upon lay overs, yet still honor the insurance coverage/ manufacturer warranty for them.
Speaking solely through my experiences and after reading many studies done in this field I have found that the reason neither wants lay overs to be done is due to the additional, and in certain cases unreasonable, cost of the coverage/warranty.

Insurance Example:
The area you live in is hit by a hail storm and a roofing contractor estimates the cost of re-roofing both your home and the home across the street from you.
Both homes are the same square footage, roof slope and are having the same type of new shingle installed.
The roofer estimates the cost re-roofing your home at $6300.00 (2 layers of pre-existing roof).
The roofer estimates the cost of the home across the street at $5100.00 (1 layer of pre-existing roof).
The insurance company is forced to pay extra because you saved money originaly by doing a lay over.

Manufacturer Example:
You purchase the shingles to do a lay over.
That purchase, for shingles only, is roughly $1800.00.
2 months or 2 years later you experience problems with the roof and both your roofing contractor and the shingle manufacturer confirm that bad/faulty materials have been used (This is rare, but does happen).
Under these circumstances the manufacturer is at fault and is liable, atleast in part, to cover the cost of removing that roof and installing another (both materail and labor) but,
you have 2 layers of roof on your home and you can not remove just the faulty one they sold you. So the manufacturer is faced with having to pay the additional cost that you originaly saved by doing a lay over,
thusly, you can surely see why they frown upon the lay overs also.

Contractor Example:
Shingles on your roof blow off, the roof leaks every time it rains and looks like crap are just a few of the most common phrases used by roofing contractors,
but the fact is if a roofer installs a roof (lay over, re-roof or new construction) that leaks and blows off it's a direct showing of his/her poor workmanship and nothing more.

Lay overs can be installed to meet manufacturer specifications and will last their expected life span if properly installed and maintained.
I know this for a fact through hands on experience.
